# Immigration Assessment

Immigration-related mental health evaluations address a specific referral question.
Before requesting an appointment, ask your attorney or referring organization which
evaluation and documentation are needed.

## Understanding Form N-648

Form N-648 is used to request an exception to the English requirement, the civics
requirement, or both for naturalization because of a qualifying physical or developmental
disability or mental impairment. It is not an automatic exemption or a guarantee
of citizenship.

USCIS requires certification by an authorized medical professional: a medical doctor,
doctor of osteopathy, or clinical psychologist. A counseling license alone does 
not authorize someone to certify this form. Contact our office to confirm whether
your specific request can be accommodated before scheduling.

## Eligibility and documentation

The condition must have lasted, or be expected to last, at least 12 months. The 
documentation must explain how the condition prevents the applicant from meeting
the relevant testing requirements. A diagnosis by itself does not establish eligibility,
and reasonable accommodations are distinct from a disability exception.
